It's mid August, and here in the Northeast I've never caught many Bass, perhaps it's the heat or they're on vacation before school starts. If you don't have a boat, you're kind of stuck on shore. If you enjoy fishing, just go. I'm sure most members would agree that even a slow day at the pond/lake is better than a day at work…..

How Much Do You Spend On Average A Year On Fishing ?
Very little until I started fishing more and reading this forum. I still have the rods/reels & tackle since my early teens so zero until my daughter was young, then expenditures weren't much more than a cheap Zebco for her and nightcrawlers/shiners from the bait shop. Oh yeah, a license for me.... Now her friends are top of the list I fish alone, or with a friend from college, so since 2011 I'd say a couple hundred or more per year in new gear ' I really needed'. Next might be a boat.....

Help Going From A Spinning Reel To Bait-Casting.
I made the switch from spinners to baitcasters last year. I started with a BPS ProQualifier and a BPS 7' M Carbonlite rod, followed the manual's setup instructions and took my time with a T-rig worm w/ 3/16 oz weight. I started out with easy casts and gradually eased up on the settings and now am casting as far as I ever did with my spinning equipment, though I'm still a little more accurate with spinning gear I've used most of my life. Overall I've found that baitcasters like to throw heavier baits than spinning gear, but I like the feel/sensitivity I get with B/C better. Start slow & be patient, the B/C is worth the switch. I don't know if it's my presentation or not, but I've only caught a couple of small bass with a 5" metallic brown Senko which I've just started using because of all the hype I've read about them on this forum. I do much better with a 5" or 7" metallic curly tail Berkley worm, texas rigged. My regular pond, a stocked, man-made in 2008 reservoir, regularly serves up 2-3 pound bass.- $120 Spinning Rod And Reel Recommendations?
Pflueger President and any rod that feels good in your hand. I have Abu Garcia Vendetta & BPS Carbonlite in 7' med, both of which I like a lot. The President is the smoothest spinning reel I own. Good luck with your choice.- Abu Garcia Verdict Casting Rod

Houghton's Pond & Blue Hills Reservoir are pretty good. Houghton's can get very crowded but has better assortment than BHR. The reservoir down Wampatuck State park in Hingham is good, and they allow kayaks & canoes.- Your Setups And What You Use Them For, Fun Thread

I know you said you're on a budget, but consider Streamlight lights. I have one on my turnout gear and keep a smaller one in my tool bag. Neither has ever not worked properly and are made in the USA.
