Moderate or Moderate Fast Action for Cranking?
Your cranking rods are gonna be made more glass than fiberglass which means your action is gonna be more parabolic meaning the rod will load up more like the bend in an archery bow than a strictly fiberglass rod. That helps with not ripping the treble hooks clean out of the fish's mouth. As your action goes all rod manufactures use the same language as far as tip action but are all gonna react differently. My advice would be to read around the forum to gather more info on the different choices your thinking about and go from there

I would suggest a higher gear ratio maybe around 7 to help you get it down deep quickly and then slow up on your retrieve once at depth. I don't fish that deep but I would also suggest at least 15-20 lb poly not only because of depth but the old saying of deep water big fish and I know if I hook up with a fish 20+ feet down I'm not loosing it because my line couldn't handle it.

How do you fish topwater frogs on a baitcaster?
You can't. Ask advice from more experienced fishing buddies plus there are a lot of great tutorial videos out there. I'm willing to bet that frogs aren't the only bait giving you trouble.

Fishing rods for plastic worms
Spinning rods can be used as worm poles, but consider pulling slabs out of cover or Carolina rigging. You are gonna get more casting distance,hook sets, and overall more possibility of use.I think spinning setups better served being used in finese situations. Drop shotting, wacky rig etc.. As much as plastics are used I think having a setup in both will get plenty of use.

Best baitcaster
Any of those is great option,depending on what your budget is. I think for Lews reels for the price is your best bet however getting into the high end Abu Garcia and especially shimano makes some of the best. If it is your first Baitcast checkout the sell/trade forum find you a nice used reel. I think it will really come down to personal choice
