Are Higher End Reels a Waste if...
Another point that I address in all the "Which Is More Important, The Rod Or Reel?" threads. For "catching" it's probably the rod, but for "fishing", it's all about the reel. Having a great reel simply makes fishing more fun! 8-)

Scents do they make a difference.
I use JJ's on all my jig trailers, pre-marinated and securely repackaged! On all other soft plastics and most hard baits, MegaStrike. I really like the Magic, but MegaStrike is much more "user friendly". 8-)

Jerk Bait Idiot, help, success finally sorta
Rapala Husky Jerk. The Smithwick Rogue is another option, but they are poorly made, often defective out of the box, become defective over time and do not consistently suspend. I have a collection, but rarely fish these jerkbaits anymore.

You can lead a horse to water, but you can't make him drink! I find MegaStike to be an effective scent and outstanding lubricant for both hard baits and soft plastics. :

G Loomis PR845C rod designed for??
I think the PR845C will be fine, especially for big baits and deep divers. You may find it a little heavy for "standard" spinnerbaits, but if you fish 3/4 and 1 oz Ledgebusters, it will probably be alright. 8-)

Whats the best method for catching Trout using a rod and reel, lures, bait?
Stocker trout in a community pond probably won't match the fish J Francho posted. Try it out and see what you think. I suspect one trip will be all you will want. 8-)

Jerk Bait Idiot, help, success finally sorta

Think of a jerkbait as a submerged topwater lure and work it just like you might work a popper. 2. Start with a Rapala X-Rap which they call a "slash bait". This lure can be worked fast, without pause, and is very effective when bass are actively feeding. 3. Buy a Lucky Craft Pointer (I like Baby Bass). This lure suspends perfectly and is the best to learn with. A standard retrieve is to reel the lure down and pause. Then...jerk- jerk-jerk, pause...jerk-jerk, pause...jerk, pause and repeat until you feel you are out of "the zone". Vary the length of your pause until you find a pattern that works. Fish along weedlines, next to cover and over structure. Fish jerkbaits where you would fish crankbaits and spinnerbaits. However, with jerkbaits you do not need to tick the bottom or run into things. The pause is what separates this lure class from others and it drives bass crazy! Good luck! 8-)

G Loomis PR845C rod designed for??
PR = popping rod. It is designed to fish live bait (shrimp) with a popper in saltwater. http://www.2-houghs.com/hgs/popcork.shtml My main smallmouth rod is a PR844S used to fish shiners on a split shot rig. I also have the PR844C for fishing larger jerkbaits. Your rod might be best for deep diving crankbaits. 8-)

Hmm... Other considerations might be casting distance, drag characteristics (power & smoothness), retrieve, weight and ergonomics. Brakes and cast control are just two of the many features of any reel. :
