So here in Az, regs say you can throw an A rig but only 2 baits can have hooks.Lets say I want to throw 3 arm A rig...which way should it be configured? I'm assuming you'd want it balanced so would it be correct to put the hooked baits on the sides and the dummy in the middle? Or is it just a matter of experimenting?

I would put a heavier head on the bottom and probably just do one weightless t-rig swimabit and the other a dummy.  The heavy weight will keep it from spinning on the retrieve.

Make a regular 3 way rig and have the two bottom have hooks,cut the rest.

If i did that you could bet 100% of the time the fish would hit the one without a hook

Put a spinner (like a #4 willowleaf) on the one arm and that one should ride to the top because of the lift of the spinner blade and should, in theory, keep the fish from hitting your arm without a hook. Be careful about just cutting or bending the hooks on one though, I've heard of guys in Missouri getting tickets for having baits with bent hooks (3 baits allowed in MO). I guess the argument is that they're still technically baits and by some crazy odds you could land a fish on one. Since then whenever I'm throwing one in Missouri I use 3 regular baits and 2 spinners and have never had a problem when I get checked or with catching fish.

So with something like the 3 arm YUM Flash Mob Jr...it has the 2 outer arms with small willow leafs, so would it be better to put the hooked baits on those arms, because of the added attractor (willow leafs).The center arm is just about an 1/8 longer than the other 2...that little bit of length shouldn't make a difference...should it?

Put one bait that's larger or a different color on the long arm, and put matching smaller baits on the other arms. I've seen quite a few guys mention that that seems to get a majority of bites on the larger/different color bait
