I was at DSG during break and saw some 5/8 oz tail spinners on sale for $2:00 ea. I went ahead and picked up a couple thinking they would be a good early season/after ice out bait. What retrieve technique do you like for these? I was thinking of using a sweep/pause retrieve, kind of like you would with a lipless crank, your thoughts?

What brand and color?

Tail spins are good when school bass are feeding on schooled baitfish. Generally you cast beyond the baitfish school and retrieve under the baitfish. A straight line or zig-zag up and down, stop & go, patterns depending on what the bass react to; Wounded or fleeing baitfish.
