I know this is a vague question and I'm sure there's tons of lure options. But is there a lure that I can catch perch striper an maybe even catfish on. I know these fish are all different sizes, but is there any one lure that can catch all these fish. I live on the Chesapeake bay and please be specific as what size and color you get them in

With a little luck, any lure should be able to catch any of those.

A piece of corn should work.  A 2" chartreuse curlytail grub will catch anything.

In-line spinners will catch just about anything that swims. There are lots of companies, they come in any size and any color you want.

A Roadrunner should catch you all three.

I would use a small Jig head or hair Jig/buckail dragged on the bottom, or a 2" grub as suggested above, spinner on the bottom or near it for catfish, and a 1/4-1/2 Gold or Silver Spoon like Acme kastmer is good choice.

 

For a Striper, Perch, Catfish Trifecta, you will need to probe the bottom for Cats and Stripers often school near the surface but all can be had near the bottom or in shalow water..If I was trying to accomplish this, I would get a 3" Berkley Gulp Grub in a Natural Color and rig it to a 1/8-1/4 Darter Jig head or ball head jig and drag along bottom, swiim near surface, use as a trailer to a spoon, spinner etc..

 

If bottom is sandy then any gulp Product will work on any jighead, and so wil any bio bait heavily scented for catfish...Trigger X, Yo-zuri Excite a Bite, Assassin Blurp and more.....Shrimp plastic tails, small creatures, and 6" Ribbon tail worms, and 2-4" sassy shad are always reliable to catch anything....But I like a Grub in black 3" for all purpose but could be tough trifecta...Perch may want a smaller bait, Catfish may not be with Stripers etc....panfish, Catfish, gamefish = Fun Challenge

I've never fished any striper waters. I've caught perch on a variety of lures and catfish on jigs and grubs, Chatterbaits and crankbaits, both while fishing for other species.. When I used to fish the Erie Canal frequently, many of the guys who were targeting catfish used chicken livers.

Jigging spoon for stripers and flathead.

I've found that a jig head with a Berkley Gulp minnow will catch everything.  They come in various sizes from 1" up to 4".  Jig weight will depend on depth of the water and wind, the deeper you are fishing and the windier it is - the heavier the jig.  For color, start with water clarity.  Clearer water = more natural colors.  Stained water = brighter colors.  But don't be afraid the change it up and let the fish tell you what color they want.
