I have 2 reels that the cast control knob has no effect on.  A Scorpion 1001XT and a Core 51Mg7.  I must have done something wrong when I pulled and flushed or just oiled the bearings.  But both look right when looking at the schematics.  Anyone have any suggestions I could try?

I just ran into a similar problem with my curado 200i. it turns out I didn't have the spring seated properly. check to see that its in right and that you can tighten the cap all the way down. when my spring wasn't in right I had no tension control at all. once I fixed it, it was normal again.

Make sure you put all the parts back right side up.  Sometimes just flipping a washer makes a difference.

One or more of the spacers must be missing if the cap seats correctly
