I am looking for a great rod and reel, line, that I can use for froggin, popping, and other lures like that, don't have a budget

Oh that is easy if your budget is unlimited!! 

 

Okay here is where it gets into a little bit of a problem. Sometimes we want a rod top do everything. 

Here is a great rod for frogging, pitching, flipping, big heavy jigs, carolina rigs and some small swimbaits. Look at a Dobyns Champion XP series model DC 735C rod. I actually fish with the 7 foot version of this rod for my frogs, big jigs and carolina rigs. I chose the shorter rod because that is the longest I can fit in my rod locker, but the 735C is the better choice.

 

Now you asked about popping and other lures. If you mean like a Strike King Pepping Perch then it is fine, if you meant a top water popping bait like a Chug Bug or Pop R I would choose a DC 734C for that bait most of the time.

 

Anyway I would match that rod up with a Daiwa Tatula CT in a 8-1 right handed reel or a Tatula CT Type R in a 8-1 leftie depending on your preference.  Either way I would spool it up with Power Pro Spectra 65 pound test line.  That is exactly what I use.    

I use my Cabelas Tournament ZX frog rod for everything. I'm sure a pro would never do that but it's a great do-it-all rod for a great price. Normally $99, it's usually $69 on sale which is a steal. 

 

It won Outdoor Life's rod of the year in 2015(I think it was 2015). 

I like a short rod for Sammys and poppers,  66mf for those.  For frogs that 735c dobyns might be good.  So many awsome rods.  How about the mb XX PP, or a steez xbd.  I would recommend a 7.1 speed reel.  A zillion variant would be first choice.  The smaller rod the 7.2 sv alphas would be good.  It's what I run.

I'd have a really hard time buying 1 rod to use for popper and frogs. It takes a pretty light rod to fish some poppers correctly, while it takes a stout rod to winch a frog fish out of heavy cover. If I had to have 1 rod for both, I'd probably go with a 7' MH/F with a 7 ratio reel and 30-40 pound braid. 

So for pop r or whopper plopper I use the mojo bass jerk bait rod.  It works great!  So frogs and sometimes buzzbaits I'll use a 7 foot 6 heavy rod with braid.
