I'm in need of a good cranking rod for the 0'-15' range

Irod Genesis II IRG 703CC for $150  That rod is called a Gabe's Rip Rap Special.

I also use a Falcon Bucoo Micro series 7 foot MH MF rod called a Trap Caster. IT sells for $129 .

I use both and love them. 

Dobyns offers Fury FR 705CB for $110  I have a friend that loves this rod for all size cranks except big deep divers.

Cashion 7'3" MH crankbait rod $180, very popular rod out west. 15% TW sale = $153.

I have two of these.  One for 1/2oz lipless and one for anything that dives 10' or under.  I really like them.

LOL, 0' they call topwater don't they?  Under $200 you have a lot to choose from.  My jigs, and plastics rods I go for sensitivity. Cranking I want 7', designed to throw a wide weight range with a great warranty that includes accidental damage.  I close lids on them, truck doors, they fall over, I step on them,  and I break tips trying to get my $17 swimbait back. IMO a 7' MH/F Carbonlite with an extended warranty would be a good choice.  You will be out the door for under $120.  It cranks 1' to 20+ well, and it is sensitive enough to throw jigs and plastics if you so choose.  If you are truly going to throw topwater with it as well I would go with same rod, medium action.

Thanks guys for the help, after spending hours on tackle warehouse, I've settled on duckett, which pains me because I'm a st. Croix guy. I'm trying to decide between the triad, micro magic, and the terex all in 7'MM

Stick with the Irod. I am not a Duckett fan

I have both a 7' and 7'3" Duckett and love them both.  Both mine have extended warranties.  Duckett's seem to have issues with guides.  I've changed out several over the years.

Duckett seems to have issues with rod breakage, watch MLF!

Irod, Dobyns or Cashion are all superior rods IMO!
