if anyone could help it would be greatly  appreciated

weird, I have that color and got it from TW but they aren't on there anymore. Maybe the guy is getting out of the business.

Yeah I've google and checked ish monore site because he said he sold it there but it's not even up and running

You should be able to recreate it with skirt material from fishingskirts.com or skirts plus. Between those two the make like 90 percent of the skirt colors.

For skirt hubs are there any that are a rattle like paycheck baits atleast?

Just add a band to the hub where you can attach a rattle.
