When the bite is tough, bass aren't in the mood to chase baits.  So you have to put it right in front of their face, fish it slow, and entice them to strike it.  That's what a splitshot rig does.

 

As others have mentioned above, you'll get a lot of bites when the fishing is good, so it's a good rig to use when you're learning what a strike feels like.  Repetition breeds success.
