When cinching down is the loop supposed to go under  the overhand knot or on top?

I always put it over the knot...tag end come out of the 'loop' last.

The hook or lure goes through the loop,  don't twist the loop putting the hook or lure through it, then snug up the over hand knot followed by pulling the tag end tight to finish it.
