I'm fishing a lake packed with coontail and alge that big up even the tips of swimbait heads as you pull through the holes. What's the best swimbait presentation/ hook? Small swimbait head with a screw lock? 

I use the belly weighted w/ a screw lock and they come through weeds really well.  Even when they have a little veg hanging on, a good rip usually removes it.

if you want more weedless then forego the screw lock as it will pick up more vegetation than plain plastic will.  You have a couple options really.  Go with a weighted swimsuit hook that is NOT a screw lock, there are also those free swinging jig heads for swimbaits that comes through weeds pretty well and then there is the pegged texas rigged method as well.  I have used all with success.  

The other thing that can aid in the grass not sticking is to slather your bait up with some mega strike or something similar that will help the bait to get through the weeds more easily.

That algae mess is virtually impossible to avoid in my experience, you'll just have to give a really agressive pop of the rod every once in awhile during the retrieve or fish somewhere else
