I was at my local pond and the bass were blowing up on dragon flies. I had pretty good luck using a toad and buzzing it on top. 

 

1) what is a good lure to imitate dragonflies?

 

2) is there a buzz toad that floats? I feel like I have to reel fast for it to buzz or my cast is cut short when it takes 10 feet for to reach the surface?

Yes there are buzz toads that float . Teckel sprinker frog and you can make any frog like this with a 3 way swivel , split ring, centering pin and the end of a paddle tail swimbait. 

No offense to @1201vilbig, but I would not recommend buying that Lunkerhunt dragonfly.  It is poorly constructed and will fall apart quickly, possibly before you get a chance to use it.

 

I would recommend instead taking an appropriate colored & size stickbait and skip cast it to targets.  I like Senko's, but if you want more bouancy, use Zman Zinkers.  Rig it wacky style, weightless.  If you want to customize it, pull some old spinnerbait skirt rubber pieces through the body with a sewing needle.

 

The skip cast imitates the dragonfly buzzing the surface.  It will get hit en route to the target, when it arrives or as it sinks.  No bite on the fall,  just reel it in & fire off another cast.

Thanks, I saw the dragonfly bait but with bad reviews and only having a special purpose it didn't make sense to me. I appreciate the info. 

 

I tried a stick bait rigged Texas style due to the amount of grass (wacky would get caught up). The idea of sticking a skirt through the head sounds like a great idea. Thanks

You could always use the Hover Lure.  That one looks like a dragonfly, I'm told:-)  Seriously, @OCdockskipper has the same experience I do.  If you can skip a Senko (for me, that's weightless on spinning gear), you'll likely follow a couple.  Never tried putting a skirt on one, but maybe you could just use a Fat Ika; they skip pretty good.  I didn't make an art of it, but I got a few bites that way a couple of times.

 

There's a Zoom toad that floats.  They're made out of a funky plastic, not quite like TRD worms or Nikko helgrammites, but they do float.  I've yet to catch a fish on one FWIW.

Mister Twister once made plastic dragun flies they were awesome. I dropped them split shot rigged into the weeds and work it up like a hatching dragun fly. Worked great.

 

you could make your own using a #6 long hook with a foam body with elastic bands going through it. Paint the body purple or blue. Just let it float on top.

 

kittery trading post in kittery Maine has dragonflies for fly fishing they come in two sizes. I called them once and ordered more.

One can easily take a piece of plastic worm , a sewing needle , and skirt material and quickly make  something  resembling a dragonfly like those lunkerhunt ones .

You guys are awesome. A bunch of great ideas. 

When I see the damsels/dragon flies, I use a Ragetail Space Monkey rigged weedless with no weight.

Everytime I think I've had a great idea someone like @OCdockskipper comes along and has not only had the same idea but has improved on it tremendously.  The dragonfly scenario doesn't come along often for me, but I want to try some of the ideas posted here and see if I can really get into them.  Who'd of thought it?

Look up 'dragonfly fly fishing', then look up 'Float-n-fly'.

 

The action of tapping the surface is what's going to trigger the bites, not something that's just shaped like a dragonfly. If they're biting dragonflies, you might get away skipping anything across the surface.
