Fishing is not included here, when some other activities are, that imo are much more 'risky' in my opinion. Tom In Marin county, the lakes themselves are not closed, but the parks are. So you can get your bike and ride to the lake and all is good. But parking at the lake or near it is a big no no. No one has been stopped from fishing, unless the lakes or launch ramps are closed. And the places that are open just draw more people to use the facilities.
