Local shop has few colors of these in. They are very small lures. Has anyone used these or familiar with their function?

I think I would stick with a small walking bait.  Although, the bait monkey may come a knockin...

So are these a floating lure or a underwater walking bait like Rapala subwalk? What's the deal with the metal lip or blade on it? 

I got the original Riser, I believe its the 007 size.  My first observation is that its very small and not at all buoyant.  It would be considered a "fast sink" for sure.  Second observation is you have to reel it very quickly to keep it on the surface, which would be the idea.  If you found a school of EXTREMELY fired up fish, I could see this getting bit.  But in your 99% of your fishing applications, I would have no confidence in it.

 

The 009, being a bit bigger, maybe could be worked a bit slower?  I have never tried it though and don't plan on buying one.  Would much rather use a walking bait

If I remember correctly, Jedi chewed me out for encouraging that purchase and it’s been in the dark of his tacklebox since Covid was new 😁

I’d be afraid of bending the lip catching a fish. It might be able to  be straightened but there’s a chance of if ruining  the action of a $20 bait. I’d throw a small wakebait

These things are super popular.  Think topwater spybait.   Cast and reel, the bait will walk on its own.
