I searched but did not find the answer . Who qualifies  for the 2021 Elite series from the Bass Opens ?

I'm not 100% sure, but off the top of my head, I think it is the top 5 in points from the Open divisions. Someone will come along with the correct information.

Winner of each Open gets a Classic berth assuming they fished all 4 events in their division. Elites Series invites go to the top 4 in points in each of the 2 Open divisions, as well as the top 4 in overall/AOY combined division points for a total of up to 12 invites.

If  someone in the top 4 is already in the Elites , do they drop down to the next guy ?

Historically, yes, they keep going down the list. Also, if someone declines the invite, they have kept going down the list until they have the full field number filled. But, they technically don't have to, so it would be wait and see. My guess is they would want another full dozen anglers added to the field next year, especially if several of those names are already well recognized.

 

It is also possible they could designate one of the lists as the priority list and fill unused/unaccepted slots, say from the two Opens standings, with more from the combined AOY standings. Haven't seen anything that would suggest that would happen this year, but it is a possibiity.

Been watching these races all year. 

Gonna come down to the last event before all 12 spots are filled.
