What makes a flipping hook for well, flipping? Why dont you wanna use flipping hooks in lighter cover?

You can use flipping hooks in light cover...or no cover. Just imparts a different movement to the plastic than an off-set hook.

 

Opposite is true too - get a heavy duty off-set hook and you can use that in heavy cover.

A “flipping hook” is referred to as a heavy wire hook with a built in plastic 

“keeper” on the shank to help keep it in place. 
 

You can use a flipping hook anywhere anytime but it’s not necessarily needed in light to moderate cover.

most flipping hooks are very heavy wire.you need that because your using heavy line and a heavy rod. you dont wanna straighten the hook.also when you are putting all that pressure on a fish to pull him out of cover you dont want to straighten the hook. you could use a heavy wire flipping hook for fishing  t rig in deep water but it wouldnt be the best choice. the heavy gauge is gonna be more difficult to penetrate on a long cast.also in my opinion if you use a straight shank heavy hook for flipping you should snell knot it.

The flipping hook I assume you're referring to are the heavy gauge, straight shank hooks with some form of keeper near the hook eye. They make lighter wire models for fishing in open water or lighter cover also.
