I remember when I was younger if the rod had the tag showing the rod was equipped with fuji guides it was a big deal, my eyes lit up lol. They are quality guides for sure, but are they still considered the top choice? Or are most rods these days fitted with good quality rod guides, say above the 100 dollar price point? Are fuji guides some kind of ceramic?

Yes, they're a ceramic. 

Silicon-carbide or titanium-carbide are the best  - if the rod says SIC guide inserts...that's silicon-carbide.

Aluminum-oxide or titanium-oxide are the next step down - Alconite is an upgrade of aluminum-oxide - call it halfway from A-O to SIC
