I bought a second hand custom made fishing rod and it's fraying apart?

So like near the tip, i noticed small sections of the rod gone.. like small chips of it and like, can i get if fixed? i really like this rod, nice 6'6 medium + 7 eyes and a cork grip which is my favorite but the rod is coming apart. is it trash or can a proffesional fix it?

If you can post a pic of the-small chips- it would be helpful. Are there actual chips out of it? Or is the clear finish chipped off. It maybe just rail rub,from leaving it against a metal boat rail,when trailering or on the water.
