Watch @Glenn's Bass Resource videos, but your quest is quixotic. 10 pound smallies and spotted bass are soooooooooooo rare. 

I wish you the best. I think the number of documented spotted bass over 10# can be counted on one hand. I’d start there in your quest. Maybe California. 
 

Then go to smallies. Again, minuscule numbers over 10# and I don’t k ow of any in the past 30 years.

 

If you can do both of those, treat yourself to a month in Mexico or OH Ivie and call it a day.

After a little more thought, I think you should stay off water and work in a lab. Spend your years genetically tweaking bass until DD spotted bass and smallies are common.
