In a situation like that I would either use a dropshot or a small #9 or #11 Floating Rapala in silver and just swim it as slow as it will swim.

In really cold water I prefer suspending jerkbaits and Jigs, fished really slow, jerkbaits I use a twitch, twitch then pause cadence, varying the length of the pauses.  The jig I will cast let hit bottom, shake in place a few times, pause, then give a small drag, shake, then pause and repeat

Hey Joe.S,

A lot of guys talk about "slow" when it's cold. How long is your "pause"?

More generally, how much time would you guess it takes for one cast

and retrieve when you are fishing a jig this time of year?

Im going to say that a 80 ft cast with a soft plastic should take about 5min to retrieve. And with a jig about 8-10min.

In other words, if you fall asleep retrieving it your probably moving it slow enough ;D
