    Abu made the (4600 sized) Power4 and I think also 5600C4W in 3.8:1 and close to the IPT you want.

    I believe the old round Black Max in 5:3-1 is around 21 inches and you could put in a 4:7-1 Main gear and pinion and be I think at 19 inches.
