what kind action and power you look for in flipping and what kind rod is good for flipping because i am going to buy one but i want know what one is good

Flipping is just a cast, and I use it on every rod I own.  Same goes for pitching.

Now, for fishing heavy slop or pads, I prefer a 7 to 8' rod, heavy to X-heavy power, and a moderate to mod. fast action.

Ask your self how much will you actually be flipping. I don't EVER. So I find a softer tipped rod, that is lighter overall easier to use when pitching.

Water around here isn't dirty enough, and cover thick enough to flip in the classic sense.

As of now, I use a 7' American Rodsmith Champions. But in the very near future it will be a 7'3" hvy/xfast vendetta.
