Feral cats are VERY afraid of people. LOL at thinking they will harm small children...they will run for their life! Cats don't dig up flowers, and they aren't going to give you a disease. It's very rare for a cat to have rabies, and even then they would have to bite you (good luck catching one...that's the only way to get bit). My parents live out in the coutry (somewhat anyway) and there are a bunch of stray cats around. I've never seen 'piles' of cat crap anywhere, and I can't imagine your yard has a bunch of piles everywhere. Give'em a break...they are going against the odds as it is...at least give them the respect you give a bass. I thought most of yall were christians?

Couple thoughts for you. First of all, as has been said, killing..bad idea and probably illegal.

Killing with antifreeze (as some have suggested), EXTREMELY inhumane.

Trapping, could be a possibility, course then you need a place to put them.

Have you guys considered a lawsuit against the city? Seems to me this is a city issue, they are not enforcing their rules and regulations, there may be an angle for a lawsuit that would get your leaders attention.

On top of petitions, get some signs, get in the faces of the leaders, get on the news, make their lives so miserable they will do something. Politicians hate working, they hate bad publicity more. A couple news cameras show up, you will likely see something done.

You have obviously never been around a cat.

Cats leave piles of crap everywhere. You may not have noticed them though, because a cat always covers its mess up. You only realize there is crap everywhere after you have already stepped in it.

A rabid cat is not a timid cat. Rabies affects different animals in different ways. Rabies makes cats extremely vicious.

I live on a small farm. We purpusly keep cats at the the barn to keep the rats from eating the strings of the hay bales, and eating through bags of feed. Our cats don't have names. Most of them are not pettable, thier sole purpose is to kill rats. Like mentioned earlier, they are killing machines. I've seen ours jump up and kill birds off of a bird feeder 5' in the air.

Cats climb all over your cars leaving muddy pawprints all over your windshield and paint. They also sit on your window sills and claw holes through your window screen. Our best method from keeping them away from our house and at the barn is a watergun bought from the dollar store.
