Need help with summer fishing

Today I went fishing in the pond in my subdivision. It was about 4 or 5 pm and the temp was in the mid 80's. The water was very clear for about 15 feet. I caught a ok fish on a chomper and a smaller fish on a watermelon and cream senko. I spent more time casting then I did catching fish. The use of bluegills is banned so its either minnows or worms for live bait or lures. I saw many bass swimming is small schools. Any tips on what I can use to entice the fish to bite?

Spinnerbaits are good, as are surface lures if their bustin shad on top.
