When you hover over a topic, on the right side you will see an arrow . Click on it and it's a topic preview as you described.

That's because you are veiwng the results of a query, like "View all new posts" or something generated with a search. You are veiwing the result of that query. When you are in the individual boards, you'll see what Marty described.
