How can I set the drag on my spinning reel with out a scale?

I went out today on the Huron River for about an hour and a half. I got skunked The wind didn't help.

This may sound like a stupid question, but how do you weigh a fish on a scale like this? I actually have two of them and it seems to happen on both of them, so what could I be doing wrong to have this problem occur?

I have a Plufenger President (spinning) and it says that it can take 145 yards of 8lb testline. The thing is it holds no where near this. I can only get around 50 yards before line starts to jump off the spool. What could be the problem? Thanks
