Umbrella Rig For Restricted Waters

Some states have restrictions on how many 'lures' you can have tied on to one line and I was wondering what you guys do to comply with those regulations without altering the effectiveness of the rig. I have a couple and the one arm on either of them that seems to get the most attention is the one that has something different than the other arms tied to it.

I was thinking of attaching willow leaf blades to the outside arms and my swimbait to the center, longer arm (this seems to be the one that gets the most attention and the one I always rig something different on).

Any suggestions on how to stay legal and still utilize all the attributes of this rig?

Most people here in Missouri where you can only have 3 hooks total on a rod and reel use either willow leaves on 2 arms or they cut the hooks off two swim baits and use those on 2 arms. Yum actually makes a 3 arm umbrella rig now that would work perfect for restrictions like this.

You have to be careful with cutting hooks off baits and such. I know a couple guys in Missouri that have gotten tickets for using too many baits on a rig even though they had the hooks cut off of 2 of them, I guess they are still technically baits? I usually opt for the 2 spinner blades when I'm fishing in Mo. We're only allowed 2 baits in Kansas. I've tried the Double up rig that has 2 arms but it just has not been as effective for me but I haven't really used it during the right time of the year yet either.

Yum actually makes a 3 arm umbrella rig now that would work perfect for restrictions like this.
