That's up to you.  Looks like he is using their name and packaging to sell a fake 110.  As Teal stated above "you were informed of what you were buying"  I doubt you can do anything other than alerting Megabass.

I would just bring them back and be done with it. Looks like he buys the knockoff bodies and adds hooks. Cost him only a couple bucks. It's not like they are even great paintjobs.

Fish them and see what happens, $15 is better than $30. If they don't catch fish for you, add them to the other ( pick your own number) of lures that you purchased that didn't work. For me, that would be in the hundreds. I have a "bait monkey " problem.
