How can I get my skirt on my finesse jigs to flare like this elk river jig? Anyone know?

I agree with the above statement but think that weedguard is wrong.

Blend in some "living rubber" for a fuller looking skirt.That jig definitely has alot of strands.

I can get the bulk of the jig but where I run into trouble is the flare at the head end.  The short trimmed end is different than what you normally see on a jig and that's what im trying to mimic.  Their material flares from the jig head itself all the way back until it meets the main body of the skirt. Any ideas on how to do that?

I think it's thread (or wire) tension that makes the flair. It's not gonna happen with a regular collar - it'll have to be hand tied with thread or wire. You'll have to walk a fine line between getting it to flair like that and cutting the strands. Look up "spinning Deer Hair" like you do to make Bass Bugs - plenty of tricks to get it to flair like that and the technique should be about the same.

X2!!!!!   First thing is the skirt is very heavy, if you make the skirt that heavy then all you need to do is use wire or thread and pull it tight and you will get the flair. It is the same concept as spinning deer hair for a hair jig or fly, you wrap thread around stiff hair like that of deer body hair and you pull it tight and it flairs out. Puff ball jigs are made the same way like the skinny bear jigs, they use multiple layers that when the wire is pulled tight you get a heavy flair.
