I use solid color, no flake silicon skirt material from fishing skirts *now, but it seems to bunch up and weaken with age. I have some rubber as well, but I use that for cold water jigs. Is there anything out there that is a little tougher than silicon, or maybe a stronger silicon skirt material?

Have you tried bio-silk.  Not sure if it's rubber but it seems to be stronger.

Look at the starflash skirts, all three of the lure making suppliers carry them as well as BPS.
