Suggestions please..

 

What would be a relatively efficient way to remove a wire-tied skirt?  Looks like Im going to need some tiny cutters. 

Tiny cutters or needle nose pliers. Might be able to get a knife blade under there and pop it loose.

if you twist the wire twists tight enough with needle nose it will typically break and you can remove the skirt from there.
