When the Silicone legs start sticking what is the best way to loosen the strands ? 

You're fingers.

hold the bottom

twist them around a couple times

pull until tight when twisted

let go

Are they sticking because they are melted or just sticking together? If they are melted I would pull them out and stick some new silicone in there

Just pull them apart.

Spray with KVD Line and Lure or Reel Magic.

Thanks to everyone who chimed in, I will give the KVD Spray a try . 

If they are really messed up, replace them.  Get the silicone strands from an extra spinner bait skirt.  You might have to thin it out a little.

Just go fishing with it and the water will take care of the rest. Mine do that all the time. No big deal. 

What frog are you using, and did you put fish attractant on them?
