There is this waterfall were I fish and I was wondering what baits to use at the bottom and top of the waterfall. There is bass both top and bottom. Bottom is obviously rapids.  

A compact spinnerbait like Strike King's Rocket Shad works well.

A swimbait like a Little Dipper or sassy shad on a jig head seems to do the trick for me jig head weight varies based on current

I would be drifting a T-rigged senko. Can't go wrong with that.

I have been using the Ned rig with good results this year, as far as other baits it truly depends on current and water depth. If it is on the shallow side, I have found that Bandit 100s track well in current and catch a lot of fish.

No waterfalls here but we do have outlets from hot water power plants. A 4" Storm swimbait is my bait of choice for those fish. A spook would work too if it was possible to skip one as far as I need it to. 

I really would like to see a pic of this waterfall and the pool below. It's mostly flat here. We have to drive a min of 3 hours to see a good falls. There is a small one nearby that we used to walk to that was maybe 10 feet high and you could walk under. It was very cold and refreshing in the summer. But it's gated and posted now.

I bet fishing around or near waterfalls is very beautiful. 

Oftentimes when I'm fishing the river I stop and take a moment to look around and listen to the rapids upstream.  Fishing "live water" is new to me this year and I'm really enjoying it.

 

Anyway I'd probably drift a senko or worm in your situation, as ETS mentioned above.
