So I fish this small pond near my house a lot but the past 10 or so trips I have been getting skunked and am catching nothing. I used to at least see a few bluegill very shallow but now I see no fish at all.  I've used all types of lures, crankbaits, whopper plopper, dropshot, fish head spin, spinnerbaits, and even frogs. I can't catch anything. Tips?

You may be fishing too fast for the conditions, I didn't see in your post where you tried a T-Rig/C-Rig worm or creature bait with your efforts, slow down a bit and try these or even rig up a split shot with a worm or creature bait.

Throw a shakey head or Ned rig , slow down you presentation .

I see you are from Northern Maryalnd, I am in Montgomery County MD. By the sounds of it you are just not giving them a presentation they want at this time of year and with the up and down temps the bite has been a little off. Last weekend was a decent jerkbait bite, tried spinnerbait and swimbaits but only a couple hits and they were all short strikes. The fish have moved back a little bit, first drop off, due to the weather fluctuations.

Try a 4 inch senko or stick bait t-rigged and weightless. They will let you know if they are there if you use this.
