Ive never done it but people insert pieces of styro foam shipping peanuts in them to get them to float .

Might try Z-Man Tubes.  They are made from Elaztech, so they should float without having to add anything.

PowerTeam Lures has a tube called the Food Chain Tube that floats. 2 different sizes.

 

Not sure how you are trying to use it but NetBaits Paca Craw is also a tube style craw. Its a craw thats hollow down the middle and floats. I have also heard of people packing these with alka seltzer. Random fact.

Make sure your starting with a tube with low salt content as well, that helps. Berkley Power Tubes float a 3/0 EWG hook with a foam earplug stuffed in them.

 What if it's used and a little brown on one end, does that help at all ?

Some custom lure makers what you specify the amount of salt/folatant and the plastics you order.  I have a little baggie of high floatant 2 inch tubes kicking around somewhere that I had made for an idea I never did anything with.
