didnt let it dry and it got rust on the hooks and hook keeper...any recommendations to removing the rust

Gentle steel wool.  Replace the hooks.  Get a Plano Hydroflow box.

Wash the lure in baking soda and warm water solution. Spray the hooks and metal parts with WD-40.

If the hooks are still rusty replace them with Owner ST-58's, they will not rust and super strong sharp hooks.

the hook keepers are stainless.  Only thing that should rust is the split rings and hooks.  I had one underwater for 8 months and all of my main components were perfect.  Only had to swap split rings and hooks.
