I am looking for a 7' medium composite rod, and a 5.4:1 reel.  Also what lb flourocarbon should I use.  No budget

Take a look at an Irod Genesis II model 703CC Gabes"s Rip Rap Special.

Also a Champion XP 704 CB this is not one of Gary's glass rods.

Another good option would be an  Abu Garcia "Ike" Series Delay Cast Rod 7' Medium moderate. 

I fish the 703cc and a shorter version of the Ike rod. Mine is a 6'4" for throwing jerkbaits. I like both rods a lot.

 

Unbiased on rod and reel, but I crank with 30lb braid. Thinner diameter let's cranks get deeps

Dobyns Champion 705CB Glass is composite.  My lower gear ratio reels are Lews BB1's but there are a several manufactures with lower ratios.  Tackle Warehouse had some Zillions in L/H on sale. If you are a lefty, that would be a heck of combo. You can throw square bills to DD22's with that model.
