Help With Flag Identification

Hey guys and gals, I have the flag shown in the attached photo and was wondering if any one out there has any idea of its origin, history and where it would have flown.

 

I was told it was flown over the Pentagon to commutate each of the five branches of service.

 

But so far I can't find anything in the literature or on the Internet about it.

I believe some have already forgotten and in just a few months there will be voting age adults that weren't even alive during the tragedy.
