I hope this is okay to post because it is in the FaQ's. Don't get mad at me moderators but I think there is a better way to shrink photos. Without downloading anything. Ye ole paintbrush, yup that ancient program that we have been using since windows came to life. Just simply load photo, click resize, which allows you to resize by dimensions or pixel size. You can actually type in the pixel size you want and as long as the ratio box is clicked you are good to go. I tried to make the title easy to find. 

 

I love the FaQ's BTW guys. Who is the bait monkey, hilarious, you can't make this stuff up.

Yep, been doing it since I was uploading pics of my T-Rex to post.

And for those with a Mac, it will open in preview (part of the OS) choose view and resize in the menubar above. Then click save.

I've got a copy of Photoshop 7 which is almost 2-decades old. Still works and does what I need, including resizing photos.

I guess the point I was trying to make is that the FaQ's state you need to download some after market application. That is not needed. You have the tool to do it on your computer already. Sorry to all you Apple users, I don't know anything about their operating system.
