It's worth what you can sell it for. The market on collectible vintage lures isn't good today. There is a BB4-04 new in box on eBay asking $95.

I would be awfully tempted to fish with it. I have several 4" Balsa B's and still use them mostly in the summer time. 

 

On the other hand you could probably get $75 - $100.00 on  ebay.
