I bought a $1 buzzbait at Walmart and it’s not top water are they suppose to be?

Ya - a buzzbait is suppose to be pulled across the surface - the blade kicking up water.

 

Maybe a faster retrieve - I do mine on my 8.1:1 Fuego CT, 33.9" per turn on a full/near full spool.

 

More line that's out on a long cast, the slower the retrieve rate is on any reel until you get back to that almost full status.

I’ve personally considered them to be a top water lure. But it’s not a top water bait that floats without angler influence. Your retrieve must be fast enough to keep it on the surface. 

No, it does not float but it is designed to be a top water bait. Cast it out and be reeling when it hits the water. Reel just fast enough to keep the bait up on top as the blade sputters across the water. Holding your rod a little high while reeling will help at first . You' ll get the hang of it ~ Lots of bass caught on a buzz bait and fun too.

Are you asking if they float? NO.

Are you asking if they are designed to be fished on top? YES.

OP, are you looking for a topwater bait?  You keep asking questions about specific baits asking if they're topwater.

Try adding a trailer. It may need some weight on the jig to keep it running true.

 

Trailer = plastic baits like smaller swim baits

I use a lot of SK Cut’r tails and swim senko’s as buzz and spinner bait trailers, but there’s a multitude to choose from.

 

Also a 7.3:1 reel is better because it winds a lot more line keeping it on top.

 

Dont be afraid to run it just sub surface too. Sometimes that works.
