What would you throw to catch fish on this school of bait?

it was taken end of may last year, im assuming bass fry. I used topwater and caught some lmb and smallies in that area

 

I'd probably throw a light, slow falling soft plastic like a senko.

Swim Jig as a search bait and a free or mojo rig with a palmetto bug for slowing down.  A SJ can be thrown anywhere, and the fry guarders really react to them in peak SJ season, May-July, but ill have one tied until September.  As for the soft plastics, I just like a Palmetto bug because they float, which is key on a mojo or free rig and 1 bag will catch a ridiculous amount of fish.

   

I didnt even see the bait. I have caught bass guarding fry with Texas rigged lizards.
