If a Shimano Citica 200 series reels doesn’t have all the brakes installed in the reel, will the reel still function correctly? 
I just bought 2 each 200g7 reels and both only have 2 each brakes on the reel.

Might be different type of brake, but point is they are pretty cheap and readily available for the most part.

2 should be enough.

I run 6 pin centrifugal brakes 3 on 3 off 99% of the time. 2 should be ok. It just depends on your preferences. You’re not doing it any harm for sure.
