Doesn't seem very smart to me, but also because not wearing one is illegal too in every state except New Hampshire.  The fine for not wearing a seat belt varies by state.

 

At one point, seat belts were mostly optional but the data overwhelming showed how much they help in a crash, so they were mostly mandated by state law.

 

PFDs are generally not required, but I believe they should follow the same course of action here because the data overwhelming shows the same thing that seat belts did: they are very likely to save your life.

 

I remember when Nebraska law was changed to require seat-belts. I was just getting my license and started wearing my seat belt every time I was in the vehicle. Have been in two accidents where I am 100% sure the seat belt saved lives!

 

Sadly it's just been recently that I have worn my PFD and used kill-switch on boats. I can thank the good peeps of this site for opening my eyes!

 

When the big motor is on, so is the PFD and the kill switch.
