I have a president UL spinning reel and it doesn't seem to be to be smooth as it used to be, where do I put oil on a spinning reel to make it smoother?

You need to have it disassembled, cleaned and serviced.

Don't know where you are located but I would check the local tackle shops for a service tech. Otherwise send it into the MFG and have them service the reel.
