best rod for light baits

The size of the lure doesn't matter.  It's the weight.

Any rod with a lower weight recommendation of 1/8 to 3/16oz. It would most likely be categorized as a ML power casting rod and a M power spinning rod. Of course the hook you are using may add weight. The above is what would cast the frog the best. Most anglers  prefer a more powerful rod when fishing frogs however and are willing to give up a rods castability for one more stout. Remember that a good reel with a light spool will make a huge difference in the ability to cast a lighter bait, such as your frog, with a heavier rod. Looking at the poll you have going in the forum, I would not recommend throwing something this light on a Citica. I think you would be much better off with the Curado.  :)

Any 1 power GLoomis rod ( spinning or trigger ) can serve that purpose.
