I think each state has some version of this angler recognition program. I'm in Michigan and this state's program is run by the DNRE. They offer a Catch and Keep category and a Catch and Release category as well.

Catching fish that meet or exceed minimum weights / lengths is tough and surely qualifies them as true trophies for that state.

Well we have the share-Lunker program. Catch a bass at least 13lbs between October and April and call it into Texas Parks and Wildlife. They will pick it up and use it for breeding and then release it back where it came from. I think that you get a free replica of the fish made. Not sure how long its been going on but this last year we broke the 500 fish mark. Don't think the programs more than 20 or 30 years old if that.

Texas also has the master angler series available.

PA angler program requires an application but is done on the honor system so there is no weight verification.    They have a different program for state records which requires a strict application & weight verification on state inspected scales with a printout slip & stipulation that the new record must be at least two ounces heavier. 

Kentucky has the "Trophy Fish/Master Angler Award Program". It is based on minimum length and takes three different species to recieve Master Angler plaque. Each catch must be documented (application, picture, angler and witness signatures). I don't participate but ofcoarse I'm still trying to catch em. I've only been fishing, (at an addicts level), for about a year and have cought two that meet thier min. length so I would assume they will be handing out a lot of plaques if many participate. There is no time limit.

Arkansas has a trophy trout program. If you catch a rainbow over 24" or a brown over 26" it qualifies. Also another special pin for the healthy release of said fish. I have been after that title for several years now and have yet to hit either coming within half an inch of both. Yet my fianc é has made both. This year I'm in the front of the boat though.  Haha

Kentucky covers everything from sunfish(10") to gar(40"). The brook trout(11") and the brown trout is (20"). I've caught a 37" striper and a 24" hybrid striper, both 1" over min. length but still the wrong color for weigh-in. This year I hope to get that 23" Lmb or tha 20" Smb. Maybe just a dream, we'll see.

Indiana has a "fish of the year" program ran by the DNR. My daughter has won many certificates with patches.

When you think of Master Award programs In-Fisherman comes to mind. The In-Fisherman program is regional, not state by state and today most programs are based on the In-Fisherman's requirements. Texas Share a Lunker is an exception and for LMB only over 13 lbs.

California doesn't have a fresh water trophy fish or master angler award program to the best of my knowledge.
