If for example a gas station sells some basic hooks, spoons and misc terminal tackle along side the potato chips, most likely no permit or license would be required, however if they sold live shiners the answer would most likely be yes, that said regulations may vary from state to state, county to county and city to city. A check with your city, county and state should be on your to do list.
